To better understand the concept, imagine the Axis of Evil states. Now imagine that every state was not a state but a person. While physically there are many differences, like e.g. mass, size and chemical composition, it comes quite close because both share the most basic attribute, that is being evil.
The entire 9/11 conspiracy was planned and executed by Enemies of the United States.
